According to Gryzlov, the Ukrainian side disrupted the security subgroup meeting convened by the Lugansk People’s Republic (LPR) after its observer at the Joint Control and Coordination Center (JCCC) was kidnapped by Ukrainian troops. “The Lugansk observer is maintained by the Ukrainian side even now,” he noted.

“According to the OSCE coordinator, the Kyiv side initially agreed to participate in the meeting, but then declared that they did not. The conduct of the Ukrainian side is a flagrant violation of all possible agreements and commitments. It seriously breaks the confidence of Donetsk and Lugansk and in no way promotes a peaceful settlement of the conflict, in particular in the midst of the ongoing bombardments in the Donbass territories organized by Ukrainian troops ”, a- he stressed.

On Monday, the LPR’s foreign ministry released a statement calling for an extraordinary meeting of the security subgroup on October 19 on the incident. The request was forwarded to the head of the OSCE Special Observation Mission (SMM) in Ukraine.

Ukrainian security services said the man was charged with organizing an illegal armed group, alleging that he used a demining operation as a cover for reconnaissance activities. LPR chief Leonid Pasechnik said continuing dialogue with Kiev within the Minsk format was foolish until the officer was released. The LPR’s mission to the JCCC restricted a number of routes for SMM monitors.
